About Us

The Rhode Island Community Action Association is a trade association for a statewide network of Community Action Agencies (CAAs) who, for over fifty years, have been the safety net for economically disadvantaged and working individuals and families. Independently and collectively the CAA Agencies are working to eliminate the causes and effects of poverty and to open doors to self-sufficiency and better lives for more than 185,000 Individuals and 90,000 Households.

Mission Statement


The mission of the Rhode Island Community Action Association is to serve Rhode Island’s network of Community Action Agencies through training, and technical assistance, public education, capacity building, and for the development of public policy to address the impact of poverty in Rhode Island.

Vision Statement


We envision Rhode Island Community Action Association as a strong unified network of effective community action agencies, guided by excellence and integrity in the promotion of social and economic justice in the state of Rhode Island. 

Our Strategies

  • Create and influence public policy to support and execute poverty awareness and reduction agenda.
  • Develop a cadre of leaders from all sectors of Rhode Island to address family self-sufficiency and revitalize communities.
  • Strengthen Rhode Island community action agencies’ capacity through training and technical assistance to reduce poverty in the neighborhoods and communities.
  • Strengthen RICAA’s capacity to spearhead public policy to impact poverty reduction agenda.

We are committed to empowering individuals and families to help themselves, as we have for over fifty years. Rhode Island’s Community Action Agencies (CAAs) programs and services consist of more than 800,000 annually. A network of CAA Agencies we have a proven capacity to address community needs with dedication and creativity. We understand the root causes of poverty, and continue to be steadfast in our commitment to helping people and changing lives in all of Rhode Island communities.
